Independence of grid operators: a positive assessment, but room for improvement
The report published on 11 June 2026 covers the years 2023 to 2025 and points to scope for progress among local distribution companies.
On 11 June 2026, the French Energy Regulatory Commission published its report on compliance with codes of good conduct and the independence of electricity and gas grid operators, covering the years 2023 to 2025.
The regulator finds that the large national operators show a high level of compliance, even though several issues call for improvement, notably in management dialogue and communications.
The CRE notes that several operators, particularly in gas, are conducting communications activities that could be seen as promoting fossil gas or its uses.
It also points out that, despite notable progress, the implementation of independence remains too limited in the local distribution companies studied, at a time when competition in the residential and small business segment is struggling to develop.
The rules on non-discriminatory access, independence and transparency underpin the proper functioning of the market and consumers' right to choose their supplier freely. They require the effective separation of operators from any supply and generation activity.
The review covers RTE, NaTran and Teréga for transmission, and distributors with more than 100,000 customers: Enedis, GRDF, Gérédis, GreenAlp, Régaz-Bordeaux, R-GDS, SER, SRD and réséda. Six thematic audits supplement the individual operator reviews.
