PPE3: six EPR2 reactors and eight optional for France's energy trajectory
Published on 12 February 2026, the third multiannual energy programme sets the framework for generation investment.
On 12 February 2026, the Government published the third multiannual energy programme, known as PPE3, a text that gives visibility to industrial players, investors and local areas at a time when the priority is the electrification of energy uses.
The orientations set out aim to guarantee security of electricity supply, France's energy and industrial independence, and the creation of skilled jobs across the country.
EDF is committing within this framework to the programme to build six EPR2 nuclear reactors, with eight more remaining as options, the continued operation of existing reactors, renewed investment in hydropower and the maintenance of skills in renewables, notably offshore wind.
The multiannual energy programme is the instrument that translates climate objectives into quantified trajectories: generation volumes by technology, the timetable for closing fossil-fuel assets and the pace of renewable development.
The Group stresses that implementing PPE3 will have to preserve the consistency of the public policy framework, presented as a condition for the performance and lasting balance of the power system.
