Energy savings: a 26% reduction in the commercial buildings sector

On 20 May 2026, ADEME published a review of the energy savings achieved in the commercial buildings sector, reporting a 26% fall compared with the reference period.
The context is that of the electrification plan announced by the Government, designed to reduce the country's dependence on imported fossil fuels and to strengthen energy sovereignty.
Businesses in the sector are directly concerned: it totals around 1.2 billion m² and accounted for 15% of gross national final energy consumption in 2024, which makes the energy efficiency of its buildings a major issue.
The law sets reduction targets through the Éco Énergie Tertiaire scheme. Its implementation relies on the OPERAT platform, operated by ADEME, which collects the annual consumption declarations of the entities subject to it.
This review updates the initial findings published in 2024 and highlights a clearly improving level of engagement.
The scheme illustrates a simple principle: the annual declaration of consumption itself creates a management effect, by requiring estate managers to measure before acting.
