The CRE publishes its 2025 wholesale market monitoring report

Published on 25 June 2026, this annual report analyses the functioning of wholesale energy markets and the practices of market participants.

On 25 June 2026, the French Energy Regulatory Commission published its annual report on the monitoring of wholesale energy markets, covering the 2025 financial year.

This report forms part of the monitoring remit entrusted to the regulator, which draws on data reported by market participants under the European REMIT regulation on wholesale energy market integrity and transparency.

The review covers the functioning of the electricity and gas markets, changes in volumes and prices, and the detection of any behaviour contrary to market integrity rules.

2025 is a particular point of reference: it precedes the end of the regulated access to incumbent nuclear electricity scheme, which took effect on 1 January 2026 and profoundly changed the procurement conditions of alternative suppliers.

For industrial consumers, wholesale market monitoring has a direct effect: it underpins confidence in the price signals that serve as the basis for their long-term supply contracts.
