PPE2: the CRE publishes its assessments of the solar and wind tenders

On 7 July 2026, the French Energy Regulatory Commission published the rulings relating to its assessment of the twelfth period of the "PPE2 PV Bâtiment" tender and the eleventh period of the "PPE2 Éolien" tender.
These tenders are the main mechanism of public support for renewable electricity generation installations of significant size. They stem from the second multiannual energy programme.
The regulator assesses the bids, checks their compliance with the specifications and proposes to the minister responsible for energy the list of successful bidders, together with the corresponding tariffs.
The mechanism used, known as the contract for difference top-up, pays the generator the difference between a reference tariff resulting from the auction and the observed market price, which secures project financing while limiting the cost to the public purse when market prices are high.
The regular rhythm of these tender periods is the main source of visibility for developers of rooftop photovoltaic projects, a segment directly accessible to industrial and logistics sites.
