On 15 June 2026, the French Energy Regulatory Commission published its review of the measures implemented to strengthen information and protection for energy consumers.
The energy price crisis highlighted weaknesses in the relationship between suppliers and customers: clarity of offers, price revision terms, billing transparency and the quality of pre-contractual information.
The regulator has undertaken a series of measures aimed at making offers more comparable and at better governing commercial practices, particularly for variable-price contracts whose indexation terms were sometimes difficult to anticipate.
The review covers both residential customers and small businesses, which often lack the analytical resources available to large consumers for negotiating and monitoring their contracts.
For businesses, the ability to understand the structure of a bill — grid component, supply component, tax component — remains the first prerequisite for effective energy management.
