Electricity concession: a 25-year commitment for 3.5 million Île-de-France residents
Signed on 19 November 2025, the contract between Sipperec, Enedis and EDF covers 17,663 km of lines in 87 municipalities.
On 19 November 2025, Sipperec, Enedis and EDF renewed their electricity distribution and supply concession contract, for a term of 25 years.
This contract, which replaces the one signed in 1994 and takes effect on 1 January 2026, has two objectives: strengthening the quality of the public electricity service and supporting the energy transition in the inner suburbs of the Île-de-France region.
It covers the management of a grid of 17,663 km of power lines serving 3.5 million inhabitants spread across 87 municipalities in three departments: Hauts-de-Seine, Seine-Saint-Denis and Val-de-Marne.
The contract renews the relationship between Sipperec, the granting authority, Enedis, operator of the public distribution grid, and EDF, supplier at regulated sales tariffs.
It strengthens dialogue between the granting authority and the operator on investment, a sensitive point at a time when urban densification and the electrification of energy uses are increasing the need for grid reinforcement.
The French concession model, which entrusts ownership of the grid to local authorities and its operation to a grid operator, remains the framework within which these investment priorities are decided.
